David Selbourne of Ruskin College, Oxford, who visited India during the Emergency as an Aneurin Bevan fellow, argues that the Emergency was not a bolt from the blue, but part of the continuum in the history of India since Independence. It is refreshing to turn to his report, An Eye to India, a closely argued 560-page thesis, which is certainly the first serious attempt to explain the Emergency in the context of the evolving economic situation in India rather than as a Sanjay-Indira syndrome with a few queer characters thrown in for effect that seems to be the staple diet of most home-produced quickies on the Emergency.
